Currently Secretary General of the Pugwash-Iraq Association, he previously served as Advisor to the Iraqi Prime Minister and simultaneously as Iraq’s Climate Change Envoy (June 2023 – August 2025). Appointed to Iraq’s Ministry of Foreign Affairs in June 2004, he served as head of policy planning (2004-2005, 2009-2010) and as Ambassador to France (2010–2016) and to the United States of America (2016–2022).
He is the founder and former director of mafqud.org (2000–2003), where he pioneered the use of online multilingual databases in human rights activism. Earlier, as Director of the Information Program at the United Nations Secretariat on Climate Change (1996–1998), he introduced streaming technologies into major international conferences.
Trained as a physicist with expertise in technology management, he has served as a consultant to the RAND Corporation and to UNCTAD, and carried out research at the Swiss Federal Institute of Technology in Lausanne (EPFL) and at the Massachusetts Institute of Technology (MIT).
